I tested out the forgot pasword method on my account, and it must have reset my pass, but it never emailed to me. Now I can't log in.

I have another registered fake user that doesn't have admin access, how can I give it admin access so I can go back and chance the pass to my real user?

ah never mind... I just copied the pass from the one user manually from the database field into the other and switched it later. But I still need to know how to get the forgot password function to work properly.

You have to configure email properly. This can be done in Administration / Configuration / Mailing. It seems that default PHP settings are not working for you, so you would have to setup an SMTP account or contact your hosting provider as to why PHP mailing is not working. You can test your settings on Administration / Tools / Test mail settings
