Restricting changing task status to Complete

I want to create a task and assign it to a user. I would like the user to input the work he put in BUT I wouldn't want him to be able to tag the task as Complete.

I prefer for him to inform me that his work is ready for review.  I will then look at his work and if accepted, I will be the one to change the status to Complete.

How can I do above?

Have you tried changing its permissions to read only at tasks?

By the way, even user which has no rights to write tasks and he can't complete task from task's detailed view he can do it (can complete task) from task list when focused task by mouse.

Hmm I am not able to reproduce this. The button does appear, but the user with no rights cannot click on it.. well, it can, but it won't let him complete it.
