In user preferences you can set whether you see just your stuff on the dash board, everyone's stuff, or someone else's stuff. I'd assume that carries over to the Calendar Widget as well.
My guess is that if you want everyone to see an event, you should subscribe them to it. (not sure if events I've subscribed to show up on my dash or not)
