add rules-based workflow engine

A workflow engine to allow user to define set of rules that occur to an
object. Rules could include email routing rules, document handling rules
(transform into a PDF document, and then copy to one or more specific
workspaces), and calendaring rules (send specific object if all parties
accept a meeting).

It looks really interesting, and I would love to have it. However, it is not in our immediate roadmap.
