Assign task not showing all users

There are three administrators on the account, but I can't assign tasks to others. I have checked all of the permission settings I can think of. Should an admin be able to assign tasks to other admins?

Yes, by default admins can assign tasks to anyone.
Do all those users have access permissions in the workspace where you are adding the task?

I didn't see this response until just now. I'm pretty sure your suggestion is exactly what the problem was, but I stumbled upon it a few days later.

Yes, they needed access permission for the workspace.
