When user wants to set tag for object, as he starts typing, applicaion offers existing tags that match regarding beginning of tag.
It is advisable to match if tag name contains typed group of chaacters. Usually, tag is not simple word but contains phrase and it is good to be able to match string within the phrase, not just the beginning of the phrase.
