I'm curious about reassigning of tasks.
For example: I started a task for programmer to do something. He did it and now the result should be tested. It would be great if the programmer could be able to reassigning task without project management rights.

Well, you may reassign by editing task, changing assigned to field and resetting complete status, but that is not proper way to do it.

Testing is new task, so you should create new task and assign it to new user.

If you want tasks to be linked, you may use linking, subtasks or milestones to achieve that.
