Is there a way, after a clean install 3.2.3, import data base from 3.2.1? I mean mysql database and "upload" folder.

have you tried upgrading to 3.2.2.1 first? I made the experience that usually it's the best in FO to go from e.g. 1.1 -> 1.2 instead of 1.1 -> 1.5 (set whatever Version for 1 here).

The fact that this post has been dormant for so long is probably due to the version being quite old (Posts are from 2010 and is now 2015) and most of the users have successfully upgraded.

The Fix didnt work for me, in Line 73 there is no "INSERT INTO", just this:QuoteDELETE FROM `<?php echo $table_prefix ?>report_columns` WHERE `custom_property_id` <> 0 AND `custom_property_id` NOT IN (SELECT `id` FROM `<?php echo $table_prefix ?>custom_properties`);
and deleting it dindt fix it!

Edit file config/configuration.php and change define('DEBUG', false); to true, and see if any errors appears on screen.
Delete file /cache/autoloader.php
I found a fix for version 3.1:
look for line number 1119 in the file application/controllers/TaskController.class.php
change:
$date_groups['conditions'] = $condition;
to:
$group_2['conditions'] = $condition;
