If you disable email, and weblinks, shouldnt it disappear from your 'New' menu?

example - if the admin turns those off, users shouldnt even see those options in create... or in link to items...

am i wrong?

Still keep in mind that disabling modules is not a way of denying permissions on objects. You should set permissions if you want to completely avoid a user from handling a type
