export PDF or csv opens print box not save as

When attempting to export to PDF or CSV, the print dialog box opens instead of the save as/open box. I have tried it on an XP(32bit/IE 7) and a Windows 7 (64bit/IE 8) and get the same results. Does anyone else have this issue? If so, were you able to correct it.

Which browsers have you used? IE? Have you tried with Google Chrome or Mozilla Firefox?
