How can I create a link that allows in-line file upload from comments?

I am looking to figure out what I need to do to add a link in order to upload a file in-line on a comment/milestone, etc. that will upload the document and assign the object association on the back-end automatically so that the file shows up where it was uploaded from.

This would ultimately emulate what the project pier version already has. We have a big need for this function.
