Personal Workspaces: Parent Workspace for Administrators only?

When editing personal workspaces in the administration panel I realized that I can not always assign a parent workspace. I first thought that this depends on whether the user is an administrator or not, but that's not true. I cannot see a pattern, but there is something wrong with assigning parent workspaces in v0.9.1.

The restrictions I found are:
1.-  that nobody can assign workspaces as childs of another user's personal workspaces. This is, you are the only one that can assign your personal workspace as parent of another workspace . Could this be the problem?
2.- Workspace structure cannot exceed 10 levels of depth.

Restriction 2 is not the problem, neither is restriction 1, but it's a good direction for further investigations.

Given that I am an administrator, I CAN assign the personal workspaces of all(!) administrators to a parent workspace, but I CAN NOT do the same thing for the personal workspace of non-admin users. That's strange...
