1.7 RC3 Upgrade issue

Received error upgrading from 1.7 RC2 to 1.7 RC3:

Failed to execute DB schema transformations. MySQL said: Can't create table '<?php echo ?>administration_logs' (errno: 22)

Manually creating the table in MySQL worked.
