The problem with the files in the database after restore

Good afternoon.
There was a problem - unsuccessfully rose Update 1.7 - made the rollback file directory and database. One provider's recovery went well - everything works. In another - lost opportunity to download the files previously added to the system. Files are stored inside the database.

Are you sure files were not being stored in the file system ?
Seems like files are not in the DB
